Mirrors and what each screw does

Can I some clarification on what the screws on this mirror mount does please?

The thumb screws with the wheels are for adjustment and locking in place.

the hex screws are for stopping the mirror moving in the opposite direction to the thumb screws.

The phillips screw are to limit the range of motion when adjusting.

Is this right? I can't see any manuals anywhere

Two Phillips (some in hex) screws are used to adjust the tension
The other two Hex is used to adjust the range and locked up the adjustment
