2Ch RF Remote Control 1527 Tx/Rx can't program

I just received a 2 channel remote control and can't get it to program. When I press the "learn" button it comes on solid for about 8-9 seconds. When I press and hold any button on either transmitter nothing happens and they do not seem to program. I tried two different 12V power supplies with the same result. Any ideas as to what to do?

You may find this post helpful on your situation:

Firstly, you need to press the "learn" button on the receiver for about 8-9 seconds to erase all the memory, and it may request to repeat this process if you suspect it does not program correctly. And then press the learn button again on the receiver until you hear the siren beeps or you see the LED on the receiver light up. and then press any button on the transmitter for it to learn.

I've tried all combinations of reset, turning power on with the learn button pressed, etc.. Nothing works. I've checked the relays with an ohmmeter to make sure they are not operating. I have two transmitters and neither works. I have a single channel unit that I have programmed with no problem, this one refuses to to work correctly. One thing I noticed is that the receiver is laid out with just two jumper positions instead of three as shown in the instructions.

You may request a RMA# return for diagnostic or exchange if the problem still exist
