Mult-function 1CH RF Remote Control Tx/Rx Set jumper setting

I bought the above control which as the three pins. The insturctions say that capping 1 and 2 will set it to toggle mode. When I set the jumper, the remote will turn it on but not back off. What am I doing wrong?

You sure you capped 1,2 but not 2,3?? So when you press the button, the relay latched and it doesn't let go when you press the button again? It sounds odd as we imported in batch and I don't hear other report of this issue.
Do 'learning' again on the receiver and try again. If it doesn't fix the issue, send it back for diagnostic. If it's doa, we will send you another one
