Partially faulty power supply?

Hi, i bought LSR-JN60W-3VPWM 20W 40W 60W PWM CO2 Laser Power Supply as a spare late last year and have gone to use it along with a new tube.
Seems to work fine when joining the manual test button to the TTL low side for activation, however putting a 5v 20ma connection directly into the TTL high side seems to cause no activation of the tube. Have tried disconnecting the TTL low completely and left it floating, and that does nothing.
Also the WP water pump connection appears to be permanently shorted to ground at the terminals with nothing connected, meaning that feature will not work? Or is this feature disabled on that model. I notice you don't sell them anymore either. Problems with them or??
