High laser output with low ma

I've been cutting 3mm acrylic at 8 speed and 30% power which is just enough to cut all the way through and the ma meter shows 11ma which seems low for cutting at those settings. I verified the amp meter is working by using a digital meter and it also said 11ma so ma gauge is good.
I just had the original 40w power supply go bad so I installed a light object 20W 40W 60W spare I had. Now I can cut 3mm acrylic at 8 speed with 12% power (6ma) and it cuts clean through like 30% (11ma)) did with old supply. Engraving with the new supply set at 1% 300 speed engraves enough to catch my finger nail on. With the old supply I engraved at 12% for the same result.
So my question is can the tube be receiving too much power even though the ma gauge shows low ma?
I have supply on TL and PWM frequency set at 15000 per the specs for the tube in machine.
