I bought an older GCC Laser Pro Mercury 30 w . I have tuned this up so that it engraves and cuts good. The problem is that drivers can not be used on newer operating systems than Windows XP. I want to use this with W7 and W8 - 8.1. Must I replace controller or have any other ideas ?
If I need to replace the controller, what is recommended ?

Who made it? Can you post some pictures of the system and the controller card?
If it is an old card, chance is that it won't work on Win7 or Win8. But, you may try to run it at "32 bit" mode by setting up the application to "compatible mode" or "Window P mode" on Win7 and Win8

Another possibility is to install a virtual machine (v-box or vmware) on your machine, and then install the driver in that.
