20W~45W or 40W~60W power supply for 40W tube?

I've decided to convert my machine back to a 40W tube. After looking at LightObject's listings, I see there are two different power supplies that might work: 20W~45W and 40W~60W .
Here are my questions:
(1) If I use the 40W~60W supply, will the 40W tube draw more current than it should at higher PWM duty cycles? (would I need to scale back the power settings in the jobs) I'm wondering if the voltage drop under load with the 40W~60W supply would be less? If so, then I can see the 40W tube drawing more current.
(2) Will using the higher-rated supply improve long-term reliability?
(3) Any other reasons to use or not use the higher-rated supply with a 40W tube?
